The accident happened on Interstate 275 East on the Combs-Hehl Bridge. Travis Harmon was driving a tractor-trailer operating as a tow truck. Harmon was traveling in the highway’s center lane attempting to avoid two different collisions. While braking, he hit a car which disabled his semi’s steering capability. The police investigative report stated that he no longer had “any control of his vehicle.” Seconds later, the tractor-trailer rear-ended David Bouma’s vehicle and sent it flying over the bridge.
David Bouma of Milford, Ohio, was a 32-year-old software developer. His friends, family members, and co-workers were devastated by his loss—and more even so by the fact that his vehicle and body were unable to be identified for more than a week and a half. Bouma’s car was unable to be recovered due to the Ohio River’s swift currents.
Over a dozen vehicles were involved in the initial collision that resulted in Bouma’s death. No other victims sustained serious injury. It was estimated that Bouma’s vehicle hurtled into the Ohio River at a speed of roughly 44 miles per hour.
